Fires are addressed through 49 CFR 383.111(a)(3)(i), which specifically names fire extinguishers among the required safety-system knowledge topics. The extinguisher rating requirements tested here, including the higher rating required for hazmat-placarded power units, are directly codified at 49 CFR 393.95.
